Complaint alleges violation of Indiana Code of Judicial Conduct; filed with state Supreme Court

FORT WAYNE – Today, the Allen County Democratic Party filed a formal complaint with the Indiana Supreme Court’s Office of Judicial and Attorney Regulation regarding the apparent violation of Judicial Canons of the Indiana Supreme Court by Senior Judge Wendy Davis.

On March 11th, 2026, Davis hosted a fundraiser for Ewelina Connolly, Republican candidate for Allen County Commissioner. This fundraiser was advertised on social media, and event information was emailed to all subscribers of the Allen County Republican Party’s email updates. Screenshots showing the event invitation as well as images showing Davis with Connolly at the event were submitted to the Indiana Supreme Court as part of the complaint.

As of a report provided to ACDP by the Indiana Supreme Court on March 26th, Davis was still employed as a Senior Judge through at least that date. ACDP’s complaint shows that Davis engaged in partisan political actions explicitly prohibited by a member of the judiciary. According to the Indiana Code of Judicial Conduct Rule 4.1(A)3, “A judge or judicial candidate shall not […] publicly endorse or oppose a candidate for any public office.” Rule 4.1(A)4 states that “a judge or a judicial candidate shall not […] solicit funds for […] a political organization or a candidate for public office.” Davis clearly violated both of these rules by putting her name on and hosting a fundraiser for Connolly.

Further, and as part of the complaint, ACDP submitted the exploratory committee form submitted by Davis in February 2026, on which she checked her party affiliation as “Republican” while still serving as a Senior Judge. The formation of this committee and its identified party affiliation would appear to violate Indiana Code of Judicial Conduct Rule 4.1(A)6, which states that “a judge shall not […] publicly identify himself or herself as a member or candidate of a political organization.”

“During her 2024 Congressional campaign, Wendy Davis told everyone she left the judiciary because she could no longer be impartial, and it is clear this is still the case today,” said Allen County Democratic Party Chairman Chad Wierzbinski. “Davis’s behavior as a member of the judiciary clearly violates multiple ethics rules against party affiliation and candidate fundraising, and it is concerning to see a Senior Judge so brazenly flaunt those rules. Clearly, Wendy Davis thinks she is above following the Code of Ethics, which is extremely concerning behavior from a judge charged with upholding the rule of law.”
